Abstract	More than ever, schools have become the object and subject of quality control as organizational units which form an entity in themselves: schools are subjected to quality criteria and bear greater responsibility for achieving quality in education. Interest in quality management procedures has increased as witnessed by the introduction of instruments to safeguard and improve quality. The consequences described thus far concern the method of quality control. Substantive quality is also affected in that the quality concept has been embedded in a new framework. The authors of this article identified two frameworks: quality through the realization of the applicable educational objectives and quality through the broader function of schools as educational organizations. The first type of quality is known as operational quality, the second as functional quality. Increasing interest in identifying two quality concepts has resulted primarily from the organization's change of roles into one of an independent unit. (DIPF/orig.).
