AbstractThis article focuses on the external relations of the Dutch Regional Training Centres. It presents the theoretical approaches and some important results of an explanatory study. The first paragraph gives the context of the new formed training centres and the reported findings. The next four paragraphs deal with the theory. The first of them perceives external relations as organizational forms as structural and cultural features of an social order. In this perspective the training centres are seen as an integrated part of a network. It demonstrates that training centres are functioning in a complex whole of different networks with different modes of control and different binding forces. The following two parts discuss the stakeholder approach, which focuses on the target organization and describes and analyses the surrounding actors and their interests. The next paragraph presents the meaning of the stakeholder approach. It stresses its evaluative and strategic importance for training centres. The last six sections present some highlights of the empirical results of the explorative research. The aims of this paper are two-fold. The first one is to point out the practical problems and chances for the new-formed educational institutions if they want to offer an educational programme which fulfils the real educational needs of students, the labour market and the society. The second aim is to present a conceptual and methodological framework to study and to understand external relationships that are seen as a necessity in order to match the educational programme with the demands.
