AbstractThere is a growing concern among those involved in the educational process or responsible for educational outcomes that many decisions regarding the direction of the education system are taken without sufficient knowledge and information of the array of possibilities open to meet specific needs. These decisions may also ignore the influence of the interplay of various important factors. This concern is expressed alike in both industrialized countries and developing countries.... It is evident that an organized knowledge base is a prerequisite for any information service and that information technologies are essential for the effective building up of such a base and the dissemination of the information it contains.... To gain knowledge of the structure and functioning of agencies concerned with educational information, its flow within countries and between them, and the role played by 'key people' in this process, as well as on problems encountered in this area, the International Bureau of Education (IBE) commissioned case studies in thirteen countries to find out how the results of research are used in decision-making in the field of education. On the basis of guidelines prepared by the IBE, authors were asked: 1. to give a general overview of the state of educational information in their country and how it is circulated; 2. to give an account of educational reform and to show from the point of view of decision-makers to what extent information produced by educational research had been used in the process; 3. to show from the point of view of researchers, giving one or two examples of research carried out in the country, how research results are used by decision-makers, how results are disseminated and the type of difficulties encountered.
