Abstract	The innumerable small programmes and projects that very often overlap seem to serve more the ambitions of individual directorates or civil servants of the European Commission, and their wish to remain in the limelight, rather than helping to strengthen the economic and social cohesion of the Community. In addition, the fact that they often overlap and lack transparency promotes irregularities and fraudulent abuse. This huge number of assisted programmes, the considerable financial volume that is behind these programmes and the lack of transparency of this Community subsidy market have given rise to a whole new profession comprising companies supplying technical assistance (of sort), consultancies, agencies, and subsidy advisers, whose businesses are solely geared to: identifying new programmes, all types of subsidies grant aids, providing guidelines on their eligibility criteria, and providing information to potential applicants.
