Abstract"The process of the dematerialisation of services is widespread practice across all public services. Broadly defined, dematerialisation means the reduction in the quantity of materials required to provide a product or service - essentially doing more with less and fundamental to achieving this is the use of Information and Communications Technology (ICT) in the delivery of services. Public Employment Services (PES) have been prime movers in this development principally through the digitalisation of services, though for most PES this has been blended with more traditional delivery channels such as face-to-face contact with jobseekers through jobcentres (or their equivalent). However, the pace of change is accelerating, and in some PES, online services have become a significant channel of delivery and it is conceivable that some PES will soon be delivering most (though may be not all) of their services virtually. Furthermore, the Covid-19 crisis has provided an unexpected stimulus to online services and it will be interesting to assess if this has contributed to the speed at which digital services will be embraced by PES customers in the future. For most users of PES services, the dematerialisation process is likely to have been relatively painless and can offer more efficient delivery in terms of such factors as speed of access to services and greater transparency in the range of support available. However, as a recent report (Pietersen W, 2019) has pointed out: 'The success of any technological innovation is determined by the degree to which people are able to interact with it'. In short, there will be some customer sub-groups that may not be well-served by the changes in the methods of service delivery, such as those with limited digital skills, limited access to internet services, or those with certain disabilities that may require an enhanced approach to accessibility. To explore this subject further, the PES Network, through the PES Benchlearning project, commissioned this ad hoc study of the dematerialisation of PES services - assuring full access to them for people with limited opportunities."
