Abstract	This opening chapter of a "case studies" section looks at specific areas of technology transfer, examining how the CPC's exploitation of open, international scientific collaboration, and largely unfettered access to advanced nations' research, allows it to divert research particularly toward defense and weapons systems development. US policy states that fundamental (and some applied) research is meant to be shared, that is published, unless the research has national security implications. Perhaps as a consequence, there is a lack of scholarship surveying collaboration between PRC entities and US (and allied nations). This chapter initiates such an effort, examining collaboration revealed through co-authorships of published research. We focus on areas that represent potentially serious threats to US national security yet reside in an unregulated and unprotected grey zone. We also provide examples of how China's efforts to divert or transfer foreign-based research connect to applications that violate democratic values, such as those enhancing domestic surveillance and rights abuses.
