Abstract	China's drive to acquire foreign technology expanded dramatically after 1978 as the PRC turned its attention overseas following decades of inner political convulsions. A movie signaled the shift: in 1979, A Loyal Overseas Chinese Family repudiated a hitherto-dominant political view that overseas Chinese were unreliable. Nearly six million Chinese have studied overseas in the 40 years since, with over 3.5 million returning home. Those who stayed overseas have not necessarily been "let off the hook"; instead they are a focus of an intensive effort to generate large-scale technology transfer, via a series of PRC government "talent" programs that emotionally entreat and financially incentivize people to "serve the motherland." In this way, the CPC itself established ethnic parameters to practices that can incriminate Chinese scholars overseas, as attention on transfer practices grows-this issue is examined in later chapters.
