Abstract	Chapter 11 focuses on the specific situation of China's access to foreign sources of artificial intelligence (AI) research and technologies, showing how the party-state mobilizes its transfer apparatus to serve developmental goals. Practices and mechanisms leveraged over the course of decades are marshaled by state and corporate actors to catch up and achieve leadership in this latest, vital arena of competition. As is true of China's transfer activities generally, the same pattern of state-backed initiatives is evidenced at the micro level in this cutting-edge area. This chapter demonstrates the triangular relationship between China's "talent" programs, overseas support guilds, and China-based commercialization enclaves on a concrete level, a comprehensive transfer system shown to be at work in Europe, in Chapters 7 and 8, too. The chapter concludes with a discussion of the role US multinationals play in abetting China's burgeoning AI industry and with a prognosis on the likely focal point of future transfers.
