Abstract | Contextualized within theories of migration, globalization, and neo-liberalism, this article explores one group of educators in the United States: international teachers recruited by for-profit agencies to work in hard-to-staff schools and subjects. Specifically, this research explores: (1) What are the push and pull factors that compel international teacher mobility to the U.S.? and (2) What are the experiences of international teachers in U.S. urban schools? Through a comparative case study of teachers in the southeastern United States, including interviews, classroom observations, and policy analysis, findings reveal the complex and often contradictory factors that lead teachers' to the U.S. Despite public rhetoric, teachers were treated as human capital in a neoliberal state, and recruiters and administrators capitalized upon their individual searches for the "American Dream".
