Abstract | Sports and Health Curriculum Standard can only provide macro guidance for P.E. teachers. Meanwhile, it is important to develop the secondary applicable physical education curriculum for curriculum implementation. Based on curriculum implementation orientation of M. Fullan, five level curriculum view and three level curriculum management system of J.I. Goodlad, this paper suggested that experience could be drawn from the SPARK curriculum outlook, and the Chinese physical education curriculum could be established on the basis of the Design-Based Research (DBR). Firstly, essence of Sports and Health Curriculum Standard should be observed, centering around the students' needs, around the needs of the reality of the primary and middle schools, around the natural environment of the schools, and around the innovation of the curriculum.
