Abstract | "Der zentrale Fokus dieser Kinderarmutsanalyse liegt auf der derzeitigen wohlfahrtsstaatlichen Regulierung von Eltern. Hierbei wird der These nachgegangen, dass die spezifische Wahrnehmung, Konstruktion und Regulierung unterschiedlicher Elterngruppen ausschlaggebend ist für die wohlfahrtsstaatliche Zurückhaltung gegenüber einem signifikanten Ausbau ökonomischer Leistungen für Kinder und Familien in Armut. Zur Überprüfung werden zwei zentrale Sortierdimensionen herausgearbeitet, mit denen (potenzielle) Eltern in ihrem Verhältnis zur Gesellschaft im politischen Diskurs derzeit primär wahrgenommen werden: die Dimension der Inklusionswilligkeit und diejenige der Reproduktionswilligkeit. Dass dieser Analyseheuristik auch eine soziapolitische Bedeutung als Handlungsstrategie (sozial)politischer Akteure zukommt, wird anhand des wohlfahrtsstaatlichen Umgangs mit zwei idealtypischen (potenziellen) Elterngruppen herausgearbeitet. Damit kann gezeigt werden, dass die politische Verknüpfung demographischer, sozialer und ökonomischer Diskussionen, ungeachtet kinderrechtspolitischer Bemühungen, zu sehr selektiven und in Teilen disziplinierenden und kontrollierenden wohlfahrtsstaatlichen Regulierungen des Aufwachsens in Armut führt." (Autorenreferat). "This child poverty analysis is focused on the current welfare state regulation of parents. Herein, we investigate the thesis that a specific perception, construction and regulation of different parental groups is crucial for the ring-fencing of welfare state funding linked to a significant expansion of economic redistribution for children and families in poverty. To verify this assumption we introduce two central sorting criteria, which in the current political discourse, are relevant to the perception of (potential) parents and their relationship with society: the will to inclusion and to reproduction. With regard to the welfare state regulation of two different, ideal typical (potential) groups of parents we demonstrate that this analytic heuristic also has a social political relevance as a strategy of (social) political stakeholders. In doing so, we show that the political combination of demographic, social and economic debates leads - against children 's rights ambitions - to a selectively organised and, in some respect, a disciplining and controlling welfare state regulation of growing up in poverty."
