Abstract	The discussion of the National and the European Qualifications Framework has entered into an advanced phase. Since April 2009, Germany has been working on the allocation of "qualifications" (usually academic and VET graduations) within the German Qualifications Framework. Nevertheless it is obvious that this discussion remains an insider discussion and that other persons concerned have hardly any knowledge of this process. Furthermore, the discussion of the chances and risks of qualifications frameworks is only focused on the (vocational) educational concepts and systems and is not aimed at the target groups concerned, such as skilled workers. The implementation of the qualifications framework must therefore be more democratic and should be embedded into a VET strategy aimed at Europe. (DIPF/Orig.).
