Abstract | In the mid-fifties of the last century, Western countries and especially the Federal Republic started a debate about the structure and content of Legislation for Adult Education. Traditionally, Adult Education has opposed to any influence of state or government. But increasingly Adult Education was regarded as a part - a fourth pillar - of the overall educational system and demanded a legal framework by which the existence-and development of Adult education including financing should be guaranteed. The SO-countries of Europe, in the context of the Stability Pact, have started the process of designing legislation at the end of the nineties; establishing Adult Education as an integral part of Lifelong learning and bringing vocational, basic and civic education together. Civic education was regarded as an instrument of developing tolerance among minorities and overcoming ethno-nationalism.
