Abstract"This book looks at language policy in the British Empire. It examines the extent to which the English language served as an integrative force within and between the colonies. The work concentrates on two case studies, Ceylon and the Federated Malay States, while other colonies such as British India are studied where they are used as role models or points of reference in the two colonies. The question is raised as to whether the British colonial administrations actively supported the spread of English or whether they were reluctant to offer opportunities for learning and using English in order to prevent colonizer and colonized meeting on an equal footing. Education policy, as well as other factors such as the status of English, the labour market in the colonies, local demand for English schooling, or the work of non-state agents such as missionaries, is studied in order to establish the degree to which an English education was a prerequisite for integration into the colonial society. White collar jobs, social status, political participation, and cultural adaptation processes were linked to the knowledge of English and an English education in general. The book also tries to analyse the motives of policy-makers, and to look more closely at the discourse and the implementation process to establish the link but also the discrepancy between the two. Honourable intentions in terms of 'improving' the natives were only one side of the coin and probably constituted only a minor motivation for spreading English around the world. More practically-orientated approaches - such as the need to develop a cheap labour force for the British administration and British enterprises in the respective colony - very often figured more prominently on the imperial agenda. Furthermore, the analysis of decisionmaking processes between the colony and the metropole provides insights into the role of the 'men on the Spot'. Comparisons between the colonies allow for an analysis of parallels, differences, and specific local circumstances, as well as influences and transfers between the different areas of the British Empire. Looking at these colonial societies sheds light on the use of language as an instrument of power, inequality and Segregation, as well as development strategies and contacts. However, the important role of language becomes even clearer when studying the two colonies after decolonisation. Malaysia and Sri Lanka both fought and today still fight over language rights. The last chapter of the book presents the reader with possible future developments and the role of English after the British had left." (author's abstract).
