| Abstract | Mit hoher Intensität wird derzeit die Entwicklung eines europäischen Qualifikationsrahmens als auch eines europäischen Leistungspunktesystems (ECVET) für die berufliche Bildung vorbereitet. Auf Seite der EU-Mitgliedsstaaten sollen innerhalb eines knappen Zeitrahmens entsprechende nationale Qualifikationsrahmen und modulare Bildungsabschnitte definiert werden. Der Beitrag bezieht diese Entwicklung auf den Bedarf der Unternehmen an europäisch standardisierten Zertifikaten über berufliche Qualifikationen und diskutiert Fragen der Kompatibilität zwischen der Zertifizierung in deutschen Dualen System der Berufsausbildung und den Prinzipien des ECVET. Die Integration von Subsystemen der Berufsbildung (also eine vertikale Durchlässigkeit dualer Berufsausbildungen zur Hochschule und zu anderen Bildungsgängen oder systematische Übergänge von Aus- und Weiterbildung), Standards der Bewertung von informell erworbenen Kenntnissen und Kompetenzen, standardisierte Module und Niveaustufungen innerhalb der Ausbildungsgänge: all das ist der dualen Berufsausbildung fremd, aber all das gehört zu den Prinzipien europäischer Qualifikationsrahmen und Bewertungsverfahren. Der Beitrag regt an, die Diskussion über europäische Zertifizierungsstandards zu einer Modernisierung nationaler Zertifizierungssysteme der Berufsbildung zu nutzen, statt sie durch nur formelle Zuordnungsverfahren von Qualifikationsniveaus oberflächlich abzuarbeiten. The development of a European qualification framework (EQF) and a European credit transfer system for vocational education and training (ECVET) is currently being prepared with great intensity. The EU member states have to define corresponding national qualification frameworks (NQF) and modular training segments within a short period of time. The present contribution relates this development to the need of companies for vocational qualification certificates that are standardised throughout Europe, and it discusses questions of compatibility between the certification in the German dual system of vocational training and the principles of the ECVET. The integration of vocational education subsystems (thus a vertical opening of dual vocational training courses to college education and to other educational programmes, or systematic transitions from training and further training), standards for evaluating informally acquired knowledge and competencies, standardised modules and levels within training programmes: all of these are foreign to dual vocational training but are part of the principles of European qualification frameworks and evaluation methods. This contribution suggests using the discussion of European certification standards to modernise national certification systems of vocational education and training instead of superficially working through them with merely formal classification methods for qualification levels.
