Abstract | The paradox between the eminent role of state education in nation building within the world system theory and the rise of the market as a principle of educational governance is pointed out and illustrated later on by reference to GATS. The French example, where we can observe the shift from the religious motivation for choosing private education to market oriented arguments (higher performance of private education) introduces the problem of competition between the two systems. The widening of the perspective to Central and Eastern European countries and the special role of their non-public schools is to explain the societal function privatisation of education has in these countries. The modest part of private education in primary and secundary education in opposition to its growing influence at the post-secondary and tertiary level is explained by the European tradition of education as "enlightenment" which must be free for everybody.
