Abstract | Der Autor analysiert in seinem Beitrag die quantitative Entwicklung der Studienanfänger- und Absolventenzahlen bis 2020 und diskutiert die KMK-Prognose. Die jetzt schon sichtbar werdende Bremswirkung der Studiengebühren auf die Studierwilligkeit lässt die Prognose eher unwahrscheinlich erscheinen. Das hätte aber negative ökonomische Folgen. Besonders düster sieht die Entwicklung in den neuen Bundesländern aus. Angesichts der regionalen Entwicklungswirkung von Hochschulen müssen sie nicht sich selbst überlassen, sondern zweifellos in ihrer Existenz gestützt werden. Der Autor mahnt hier als politische Maßnahmen Zuwanderungsimpulse an. Um gravierende Einbrüche der Studierendenzahlen abzuwenden, schlägt er dort Gebührenfreiheit, Go-East-Stipendien und ein Sonderprogramm vor. (HoF/Text übernommen). In his article Higher Education Development in Germany Against a Background of Study Fees and the Demand for Study Places, the author analyzes quantitative trends in the numbers of new students and graduates up to 2020 and discusses the predictions of the standing conference of the German Ministries of Education (KMK). The already discernable dampening effect of fees on study aspirations makes these predictions appear rather improbable. However, this would impact negatively on the economy. Trends are particularly disturbing in the new German states. In view of their importance for regional development, higher education institutes should not be left to fend for themselves. They require clear support to keep them going. The author suggests that policymakers should encourage migration. To ward off drastic declines in the number of students, he proposes a selective waiving of study fees, providing "Go-East" grants, and the implementation of a special program. (HoF/text adopted). |
