Abstract	"During the last twenty years we have witnessed a growing awareness of the poverty problem all over Europe. In addition to the concerns regarding material problems following poverty, there is also a concern that being poor will generate other types of problems. Most prevalent in contemporary Europe is the apprehension that economic poverty goes hand in hand with social exclusion, and the concept of social exclusion has in many instances replaced the concept of poverty. In her dissertation Fløtten contributes to the general discussion of the consequences of poverty and the discussion of the relationship between poverty and social exclusion is addressed. The dissertation is based on comparable level of living studies from Norway and Estonia. Theoretical definitions of poverty and social exclusion are discussed and several indicators are employed in the empirical analyses of the relationship between poverty, material hardship and social exclusion. The analyses reveal that employing income poverty as the sole indicator of material living conditions provides incomplete information. Comparisons of relative income poverty rates in Norway and Estonia give the impression that the countries are relatively similar, especially when generous measurements are employed. If, however, other indicators of poor material living conditions are studied, large differences between Estonia and Norway are revealed. Consequently, the dissertation demonstrates how the use of single indicators when studying poverty can conceal large national variations. The analyses also demonstrated that the relationship between income poverty and other indictors of material living conditions is rather weak in both countries, hence demonstrating that analyses of income poverty provides limited information on individuals' actual level of living. Four different forms of social exclusion are explored in this dissertation: exclusion from citizenship rights, exclusion from the labour market, exclusion from social arenas and personal networks, and exclusion from civil society. The magnitude of social exclusion is highly dependent on the indicators employed. The assumption of a strong relationship between poverty and social exclusion is challenged. In neither of the countries do these phenomena seem to go hand in hand. The relative deprivation hypothesis, indicating that poverty is more excluding in a country with low poverty rates than in a country with high poverty rates, is not supported."
