Abstract | In this article the author "deepens the analysis on the relationships between the global and national actors in education. He emphasises the need for going beyond the 'old' conceptions of the nation-state in order to better understand the nature of the current supranational-national relationships in the area of education policy. In his article, [the author] theorises the supranational-national relationships in the field of education policy more explicitly through the functional and scalar division of the labour of educational governance. Special attention is paid to the processes and outcomes of the construction of a European education space and particularly to the role of the Open Method of Coordination in this process. According to [the author] ambitions and processes are unique and differ very clearly from those of the OECD. Both organisations aim to be agenda setters, but their interpretations of that role are different. The basis for EU education policy lies in the construction of consensual best practises, whereas the OECD has to rely on and seeks to encourage and promote the borrowing and modification of its visions and scenarios, or mutual emulation.
