Abstract	Capacity building, the strengthening of personal and institutional skills through training, organizational development and networking, is a major task of development cooperation. It enables people and organizations to play a part in achieving the Millennium Development Goals (MDGs) and the goals of Education for All (EFA). It is also a prime task for adult education, in respect of adult educators as well as others, and it contributes to the development of social structure. ... The year 2005 was taken up with redeveloping this area of work, through a systematic process of studies, consultations and conferences. Existing practice was examined in depth to see whether it could and should continue. ... The range of materials developed in consequence to prepare and conduct the conferences, ... covering a very wide variety of geography and cultures (West, East and Southern Africa, Central, South and Southeast Asia, the Pacific) were presented at the Cape Town Conference in April 2005.
