Abstract	The assistance in the sub-sector Technical Education and Vocational Training (TEVT) has been a cornerstone of the German Technical Cooperation (TC) to development countries. It is one of the important fields of development cooperation in many partner countries as TEVT is considered to be crucial for the development of human resources and of competencies needed to fight poverty and to raise the standard of living. The TC continuously adapted its concepts and strategies according to the changing requirements of the partner countries. During the first phase (from 1960) the emphasis was put on constructing and equipping training centres and training technical teachers and instructors. The second phase (since 1980) focussed on qualifying the training management and the participation of the private sector in planning and implementing training. End of 1980 started a third phase with the diversification of the target groups of TEVT, particularly disadvantaged groups, unemployed and poor people, and special programmes for women with the objective to raise their chances of employment and income generation. Reform of existing training systems and political advisory services were additional components of the forth phase (since 1990) embedding TEVT into an integrated approach of private sector development programmes which currently is a major focus of the TC.
