Abstract | "The role of active labour market policies in fostering transitions from unemployment into jobs can be looked at from different perspectives. In this paper, we adopt an evaluation framework based on Sen's concept of capabilities and Dorkin's concept of resources, as distinct from a 'making work pay' approach. Transitions into work are called 'sustainable' or 'inclusive' if they contribute to durable integration into decent jobs, without any negative side effects on other dimensions of welfare. Active labour market policies may well generate positive employment gains for vulnerable groups of job seekers, but do they also invest in their human, material, social and cultural capital? This evaluation framework is applied to three types of Flemish social employment enterprises, for which long-term effects have been measured extensively.
