Abstract | The discussion about innovating schools has reached a new landmark in the last few years. Referring to aspects of the "New Public Management" concept schools have obtained a higher degree of autonomy in various fields and simultaneously more performance responsibility. The implementation of a systematic quality management is one of the central prerequisites for schools to be successful in this modified context. In this article the interrelation between New Public Management, school autonomy and quality management is elaborated based on the background of a five year project, called "Regional Centers of Competence (ProReKo)", in which 19 vocational schools in Lower Saxony are involved. The article also contains empiric results about the implementation processes and effects of an EFQM based quality management system, implemented in all centers during the five years of the project duration.
