Abstract	Politik und Staat haben ein starkes Gestaltungspotenzial bei der Fortschreibung von Recht und Gesetz sowie beim Einsatz des Gewaltmonopols. In anderen Sektoren und Systemen sind Interventionen durch politisches Handeln heute zunehmend wirkungsbeschränkt. Dies betrifft auch die Entwicklungspolitik und die davon abgeleitete Entwicklungszusammenarbeit (EZ). Politik und Staat bilden heute nicht mehr die "Spitze" der Gesellschaft, die als machtbasiertes Entscheidungszentrum zentral und quasi exklusiv für die gesellschaftliche Entwicklung verantwortlich ist. Andere Systeme (Wirtschaft, Finanzen, Handel, Kultur etc.) haben auf der ganzen Welt an Dominanz gewonnen - sie beeinflussen gesellschaftliche Entwicklung ebenso wie das staatliche/politische Handeln. Die Lage für staatliche Interventionen in immer komplexere Zusammenhänge wird deshalb unübersichtlich. Auch Vorhaben der EZ stoßen heute sprichwörtlich an systemische Grenzen. Wirkungen durch EZ-Interventionen werden von Systemen in den Partnerländern des Südens praktisch unterlaufen oder z.T. wirkungsneutral verarbeitet. Es wird deshalb zukünftig vor allem darum gehen, genauer zu identifizieren, wie die operative Eigendynamik von Systemen besser für Vorhaben der EZ genutzt werden kann. Das erfordert ein Umdenken über die Art, wie Systeme heute auf Interventionen reagieren. Teilweise ist auch eine Anpassung der EZ-Instrumente an veränderte Ausgangsbedingungen notwendig: Vor allem Capacity Building i.S. der Verbesserung von wissensbasierten Kompetenzen der einheimischen Akteure verspricht gute Aussichten, von den lokalen Funktionssystemen in den Partnerländern sprichwörtlich "verstanden" zu werden. (DIPF/Orig.). State and politics have a high potential and monopoly in the development of the legal system and in using military and police forces. In other sectors and systems the interventions based on political decisions are constantly becoming more inefficient. This affects also policies of international development cooperation. Today state and politics are not longer the "top" of society, and no longer exclusively responsible for its further development. Other systems (economy, finance, trade, culture etc.) are gaining more and more importance - they influence public and political strategies as well as the further development of society. The consequences of political interventions in complex contexts are therefore unpredictable. Projects of international development cooperation are also coming to their limits. Outcomes, based on these interventions are adapted by the systems in the developing countries without any remarkable results. In this context future projects of international cooperation must identify very carefully, how the proper dynamics of different systems can be used for project objectives. This requires analytic strategies and reorientation how systems react to interventions. The instruments of international cooperation must partly be adapted to other framework conditions: most of all capacity building - improving the competencies of local stakeholders - is very promising to be understood by local systems in the partner countries.
