Abstract | "In diesem Artikel sollen die unterschiedlichen Auslegungen der Aktivierungspolitik für Arbeitslose - gemessen an den Äußerungen und Bräuchen der Berufsbildungspolitiken, die im Umfeld des schweizerischen Föderalismus entwickelt wurden - analysiert werden. Die Mehrdeutigkeit des Begriffs Aktivierung, der den Ausbildungs- und Beschäftigungspolitiken beigeordnet wurde, macht Auslegungskonflikte über die Rolle dieser Maßnahmen und ihrer Umsetzung denkbar. Die Dezentralisierung eines politischen Systems setzt voraus, dass voneinander unabhängige Machtarenen vorhanden sind, die potenzielle Bereich darstellen, in denen sich solche Auslegungskonflikte, aber auch kontrastreiche Umsetzungen entwickeln können." "It is proposed in this paper to analyse divergent interpretations of policies designed to activate unemployed persons, by looking at the content of the Federal vocational training policies developed in Switzerland and how they have been implemented. Since the term 'activation', as applied to vocational training and employment policies, is rather ambiguous, it is liable to lead to conflicting interpretations of what these measures and their implementation involve. Decentralising a political System requires the existence of autonomous centres of power which are mutually independent and provide arenas where divergent interpretations of this kind and the various possible ways of implementing these strategies can be fully discussed."
