AbstractGiven the important degree of complexity and heterogeneity attained by the Chilean higher education system, the criteria currently used to differentiate institutions are increasingly inadequate. The author selects four criteria that could improve this situation. As applied to institutions, these criteria are ownership, probity, complexity and quality. From the standpoint of ownership it is argued that, actually, there are only two groups of institutions, namely State owned and private (among the latter a subgroup would include those having exclusive access to certain State subsidies). As regards the second criterion, the dichotomy probity/profit does not coincide with the classification of institutions in two groups: those that are affiliated to the Council of University Rectors and private universities that are not. Both groups try to increase their income by expanding enrolment and creating new campuses. The same can be said as regards complexity (research projects, publications and graduate programs). Finally, there is no use in dichotomizing institutions by quality (faculty, bibliographic material, fiscal subsidy tied to top performers in the national academic selection test). In the future, the demand for more transparent institutional information will call for covering aspects like social capital (socio economic composition of student population), institutional mission, government structure and internationalization of the universities.
