AbstractThe crisis that is affecting public budgets and the Welfare State has led to new university financial models differing in the way they combine the following elements: a) financial sufficiency (availability of needed resources); b) internal efficiency (resource allocation inside the university); c) external efficiency (resource allocation among universities) and d) equality of opportunities (probability that university access will be independent from socioeconomic origin of students). As regards sufficiency the new models assume that private financing is growing; that management as related to institutional governance is reassessed in terms on internal efficiency, and that the importance of economic incentives over administrative interventions is rediscovered, as regards external efficiency. Variants adopted by countries in order to ensure external efficiency, make use of different criteria: bargaining, inputs, results, and students (being Chile the only case that allocates resources via students). In this general framework, the author examines in detail financial policies for national universities in the experience of Argentina. The result of these policies are, first, that the national university system continues to be predominantly oriented towards training of professionals and, second, that the system is not efficient in performing this kind of training, because the production costs of graduates is extremely high.
