AbstractInternational exchange and development programmes have more than a hundred years of tradition. They started to become particularly relevant to technical and vocational education and training after the Second World War, first at the transnational level between states. Gradually, they have been supplemented or substituted by supranational EU programmes. By evaluating these programmes, those in charge of the programmes - especially at the political level - expect both a justification of the financial means made available by public authorities and a constant improvement of current programmes with regard to their defined objectives. Practices of evaluating national exchange and mobility programmes of the European Union, which are expected to benefit directly the promotion of the national or European dimension of technical and vocational education and training, have been examined as examples. The four case studies are contrasted with an "ideal evaluation", which refers to the state of the art of evaluation research (especially of large scale investigations), and forms the basis of a scientific result. This summary is to provide programme organizers with ideas for dealing with their relevant programmes, and evaluators with the basis for the relevant evaluation design. (DIPF/Author).
