Abstract | "The essay aims at developing principles and guidelines to give the European social model a clearer meaning or even a new direction. Four lines of arguments are presented and developed in the first four parts of the paper: - First, social risks are changing and requiring substantial adjustment of insurance institutions and basic approaches to risk management moving from passive towards active risk management. - Second, there is and there will be no uniform European social model in the near future. The 'three worlds of welfare capitalism' are responding differently to old and new risks as demonstrated here from the perspective of 'social contracts'. Path dependency has to be recognised in any discussion on managing new social risks in Europe. - However, the European social model might get shape through an open debate of underlying values and aspirations in the face of common challenges. Thus, a debate on the normative content of the 'Social' seems to be fruitful. The concept of 'equality of resources' based on the social theory of justice seems to be the proper fundament for the European social model rather than the concept of 'equality of welfare' derived from utility theory. Two models are discussed whereby Dworkin's 'hypothetical insurance scheme' based on the ethical principle of 'responsible equality' seems to be more fruitful than Rawls' 'maximin equality' based on an hypothetical social contract under 'the veil of ignorance'. - Fourth, transitional labour markets (TLM) are introduced as a concept grounded on 'responsible equality of resources'. Examples are selected to demonstrate their capacity of managing new risks on the labour market. TLM also suggest the extension of unemployment insurance to an employment or work-life insurance consisting of three pillars: unemployment insurance for pure external risks, mobility accounts for the mix of internal and external risks, and activating labour market policy for enhancing the adjustment capacities of individuals, households, and firms.
