Abstract | Policy in relation to education and training and higher education has been "slowly to develop and has relied largely on its relationship with the economy and the labour market for its justification." The article seeks to identify the various "narratives" which "have been woven into the rationale for EU action in the field" and to "unpack the relationships between these narratives and to explore the emerging policies and actions for evidence of support for widening participation to higher education in EU policy and programmes." In particular, the following issues are analysed: The emergence of an European policy for education and training; the lead up to the Treaty of the Eurooean Union (Maastricht), this Treaty itself and life after Maastricht (the various EU-programmes); the emergence of the 'social exclusion' theme and of the 'mobility' theme; the embedding of lifelong learning and the involvement of universities.
