Abstract | The author analyzes the changes in higher education policy of European countries which aim at increasing and widening the access to higher education. He sees the following ways: 1) structural differentiation of an integrated unified higher education system by creating new types of institutions and so attracting new groups of students; 2) responses at governmental level: "They range from a set of supply-side schemes through to initiatives that seek to stimulate new demand." 3) Responses at organisational level, i.e. initiatives of the higher education institutions themselves, e.g. offering new work-based curricula and qualifications, summer schools, open learning, part-time provision etc. (DIPF/Bi.) |
