Abstract | In Spain the approval of the educational reform in 1990 and the decentralization of the education government, offers the opportunity to value the education government in [these both] aspects. [The author evaluates] one of the most important aspects of this reform, the configuration of the [infant] childrens' education. It is a new educational stage that would include children between zero and six years. [This evaluation was conducted] in one state with its own educational competencies [Comunidad Autónoma], Andalucia. The present information can let us talk about achievements and limitations. On one side we can see many efforts and a high increase of the enrollment rates, mostly in the ages of three, four and five years. On the other side, Andalucia has [traditionally and presently] one of the last places in education rates in Spain. ... Contrary to the intentions of the 1990 law, the LOGSE, there is now an unjustified disparity between the second children educational cycle for the three, four and five years olds and the first cycle from zero to three years.
