| Abstract | What can bilingual programs achieve? The preservation and cultivation of the native language of a minority and improvement of the majority language to the "level of the national standard", intercultural acceptance, joint education and mutual respect, bilingual qualifications, provide majority children with multilingual and intercultural qualifications. The vision is lacking for a change of perspective away from today' s substandard pedagogy for children of immigrants to a balanced intercultural and multilingual education for all children, even though children accomplish this conge of perspective with ease every day, if we consider the successful practice of bilingual educational institutions.
