Abstract | Children and youth of foreign cultural descent are subject to an institutionalized exclusion from higher educational institutions, as well as from the teaching profession. This exclusion can be demonstrated through the analysis of five obstacles faced by everyone. Extraordinary measures, beyond those already carried out, must be taken in order to surmount - at least counteract - this discrimination.
