| Abstract | This paper is intended to link the on going discussion on educational reform in Latin America, and Chile in particular, with the changes in social policy approaches and in the Latinamerican development model over the last decades. Education is herein understood as a sub-sector of the State social policy and, at the same time, as an input to and consequence of the countries' development model. The main view of the paper is that the proper understanding of the educational change in Latin America, can only be reached within a framework that connects education with social, political and economic changes at the macro level. Contrary to this view, changes in education tend to be seen by some, as a self referred process, that is, a view of education as a closed field. This view limits the explanation of changes and the approaches to study them. As a conclusion, the paper advances a set of hypotheses for possible explanatory discourses on the current transformation of education in Chile and Latin America. (DIPF/Orig.) |
