Abstract	This article tries to indicate the structural conditions for reforms and adaptation of study courses at the micro-level of higher education. This approach is preferred, because the German higher education system is rather formalised and bound into tight structures of political competencies and responsibility and of administrative and financial dependency.... To understand how individual institutions and higher education as a whole have coped with social, economic, and political changes one should bear the basic conditions ruling the higher education system in Germany in mind. Content: Presuppositions. - The structure of higher education studies. - Social, economic, and political changes - challenges for curricula reforms. - The answer of higher education: study and curricula reform and adaptation. - Single measures in decentralised study and curricula reforms. - Conclusions.
