Abstract	Among the various types of problem behavior that have disturbed the Japanese public since the beginning of the Eighties - student violence against parents, teachers or school mates, motorbike gangs, etc. - none has received as much lasting attention as the phenomenon of bullying among school-children (ijime).... In German-language mass media such alarming reports about Japan are often condensed into undifferentlated and biased portraits of a supposedly infernal educational reality. On the other hand, western academic publications on education in Japan leave out this aspect. Thus, for western readers it is rather difficult to estimate the importance of this and other educational problems. In this paper I attempt to characterize ijime and other recent behavior problems as well as the public discourse on them and reflect on their significance and implication. Finally, I discuss the 'western view' of these problems and look at how it fits into general patterns of discourse on Japanese education. (DIPF/orig.).
