Abstract | The Pakistan government and several donor organizations agreed in 1994 to develop a primary education programme which "is designed to be a fully integrated, province-wide endeavour to enhance access, equity, efficiency and, above all, the quality of primary education.... By enhancing girls participation in terms of enrolment and retention in schools, the project is trying to contribute to the creation of equal opportunities for girls and boys in the education system." A preparatory study which is reported in the paper had the objectives "to develop gender-differentiated and poverty-oriented strategies considering the geographical, ethnic and socio-economic differences and include proposals for an improved participation of the target groups. The needs of women and men on all levels should ... be identified and thus contribute to the factors defining the quality, efficiency and sustainability of the development endeavour.
