Abstract | The considerations that are presented in this article lay the foundation for further synthesis work to be undertaken in the coming years. For this purpose two major issues - 'flexibility' and 'key qualifications' - are explored as the central themes. Subsequently, some basic remarks are made on current tendencies in curriculum development. Finally, these analyses are related to current problems in policy-development for vocational education and training (VET) and to reflections on possibilities for developing European cooperation in this field.
