Abstract	"In March 1995, the (European Training) Foundation started its activities in the field of Vocational Education and Training in the Central and Eastern Europan Phare Partner States by taking over the management of several Phare reform programmes." One of them is the "Staff Development Programme". "Through this programme the Foundation should create the conditions for the setting up of a network of decision makers from the Partner States with whom to establish a permanent dialogue. An active training dissemination process should also be implemented through training policy advisors.... The long-term objective of the planned training actions is the enhancement of the capabilities of the national ministries of education and labour in the implementation of training reform programmes and decentralisation of the implementation of theses programmes."
