Abstract | "Active labour market policies aim at helping unemployed workers to get back into work. These policies are applied in Switzerland on a large scale since 1996. They comprise the programmes for the unemployed persons such as vocational training or subsidised jobs as well as the public employment service aimed at improving the matching between job seekers and vacancies. In this thesis we carry out an empirical evaluation of the Swiss active labour market policies. The thesis consists of two parts. In the first part, the determinants of the duration of unemployment are identified and the impact of participation in the programmes on this duration is estimated. The second part evaluates the relative efficiency of the regional employment offices and identify the efficient offices that can serve as benchmarks for the inefficient units. The methods used for the modelling comprise the duration models and the methods of efficiency analysis in production. The results show that the efficiency of the active measures can be improved. Also, some recommendations are proposed." (author's abstract). |
