AbstractThis report endeavours to provide an insight into the efforts of schools, head-teachers and staff, who in most cases did not know each other before the project was started, to define areas of common evaluation and to get to comparable results in limited time. The capacity for (self-) evaluation of single schools on the one hand and the strengths of international and regional partnership on the other were of central interest in this project. To find practical ways of quality development by using either existing (different national) systems of quality indicators for self evaluation in a European context or by mutual agreement among partners of five European states [was] a real challenge. ... The Quality Partnership of the Regions (QPR) project seeks: 1. to deliver a basic model of (self-)evaluation of schools (chapter 2), 2. to establish quality partnerships between different systems with differing traditions of evaluation of schools by ensuring coherence across cultures (chapter 3), 3. to analyze good practice and areas of difficulties in evaluation at school level and at regional level (chapter 4), 4. to provide evidence of evaluation at regional level (chapter 5), 5. to include the experiences of the "ESSE-project" ("Effective School - Self-Evaluation" of the Standing International Conference of Central and General Inspectorates of Education - SICI), (chapter 6), 6. to describe different regional steering models, including the necessary time frame and unexpected side effects (chapter 7), 7. to formulate key issues for future development (chapter 8) and 8. to provide a draft recommendation for a European framework of evaluation (chapter 9). Most essential for the whole project are the experiences made by the quality-partners as described at school-level and regional level in part II. (DIPF/Orig.).
