Abstract | The authors examine the major aspects of what is a very large and very diverse higher education system in terms of quality assurance ... . The authors, in order to describe the quality control system, must give a veritable tour d'horizon of Russian education, particularly higher education, using as a point of reference the 1997 International Standard Classification of Education (ISCED). Quality control is always a complex exercise. In the case of Russian higher education, it is directed at institutions, course and instructional programmes, and at the performance of exiting students on final examinations. The basic point of reference is the so-called State Educational Standard, an outgrowth of the 1992 Federal Law On Education. Also research, both that of individual academics and that which is institutionally sponsored, is measured and evaluated. Even a set of centralized standards for the student evaluation of teachers has been developed. The authors argue that the quality assessment system, which is now in place, while it needs improvement, contributes to maintaining the quality of Russian education and science. Content: 1.
