Abstract | The way in which governance structures in higher education institutions have changed as a consequence of the rise of the Stakeholder Society is discussed. [ Portuguese institutions, too, experience growing pressures from outside but that differs remarkably between universities and colleges]. The authors discuss the divergence in the role of stakeholders not only by referring to the universities and polytechnics, but also by analysing the differences between public and private institutions. In addition, they point to specific characteristics of Portuguese society they hold responsible for the great divide between the rhetoric and the reality of higher education policy making. This divide also affects the difference between the legally described role of external stakeholders in the internal affairs of the institutions and their (limited) influence in practice.
