Abstract | The article is one of seven papers in the journal issue which are "a first attempt to examine the genesis of the concept of lifelong learning in a European context ... especially as it relates to the university. They focus on its historical development, past achievements, the changing legal and regulative framework and its new dimensions in the context of the ' information' and ' knowledge' society. The studies concentrate on continuing and adult education and certain aspects of training involving the universities. They are ... based on the existing literature and various legal documents and policy statements." This article on France first presents "a short genesis of the concept of lifelong learning, its successive stages, each of which, incidentally, coined its own ... 'slogan', until it was replaced by the next one. ... Then, it will provide an assessment of current developments in the area of university continuing education. These activities, whether carried out under the label of ' formation continue' or 'éducation permenente', have developed considerably in the last 20 years. The legal, institutional and financial arrangements created to implement them will be examined. In an attempt to chart the transition from continuing education to lifelong learning, the analysis will focus on four criteria that characterise lifelong learning, namely non-traditional access, innovative course provision and modes of certification, distance delivery, and new evaluation and quality assurance procedures."
