AbstractThe UK Higher Education community is fortunate in not only having one of the most technologically sophisticated infrastructures in the world, but in having a history of centrally-funded initiatives aimed at helping university teachers to make the best use of that infrastructure. The CTI (Computer in Teaching Initiative) is the longest running of those programmes having been established in its present form in 1989. Organised into a UK-wide network of 24 subject-based centres, the CTI supports academics in their use of new technologies to enhance the quality of learning and increase the effectiveness of teaching in higher education. Following the recent review fo the CTI, a new programme is to be established from January 2000. Building on the success and the strenght of the CTI, the programme will provide a new network of subjects but with a broader remit to support all aspects of learning and teaching and all disciplines. This paper will trace the history of the CTI and consider how the small government-funded initiative working with academic departments in UK universities has helped them address many of the problems surrounding the introduction of learning technologies to support educational innovation. It will also examine the impact the Dearing Report (1997) has had on learning and teaching in higher education and outline some of the outcomes of the report including the establishment of the Institute for Learning and Teaching as well as the introduction of new funding mechanisms to support the development and enhancement of learning and teaching.
