Abstract	This handbook is intended to help to improve project management and fund raising skills, and thus to assist in the smooth identification, planning and implementation of projects within the framework of the Tacis National Observatories. The handbook can be separated into four parts: - Part 1 provides some guidelines on general management skills, which can be applied in day-today management of affairs. It deals particularly with how to manage teamwork and meetings, and gives some ideas on time management. - Parts 2, 3, 4 go more into detail on specific project management skills. - Part 2 explains how to use tools for project design, planning, monitoring and implementation. These tools, which are widely used world-wide, are based on the concept of the Logical Framework Approach. The chapter guides in a step-by-step process that can be applied for most projects. - Part 3 provides reporting forms and formats of the European Training Foundation. While the other parts of the handbook are more generic, this part is specifically aimed at enhancing communication between the National Observatories and the European Training Foundation. - Part 4 explains how to best approach a donor for project funding. It outlines basic procedures of donors, such as the Project Cycle, and delineates differences between different donors' approaches. It provides guidelines for writing project proposals. Although each chapter follows a logical sequence, they can be read selectively to provide with the information required to deal with a specific task or issue. The annex provides further references for project management and fund raising, such as an English-Russian glossary with brief explanations of the terms used in the handbook, addresses of funding, organisations, reporting guidelines and additional sources of information on the Logical Framework Approach and on its application (DIPF/ orig.).
