Abstract | The paper "discusses the effects of political transition upon the processes of educational transformation in Brazil. The central argument ... is that in Brazil, like in most countries which have experienced transitions from authoritaritarism to democracy, educational transformation gives rise to multiple and often conflicting sets of goals." The authors focus on a specific policy issue, that is the inclusion of street children and working children in the educational process in Brazil. The authors describe the content of their article: "First, we will discuss the growing phenomena of urbanisation and street and working children. Second, we will look at policy towards street and working children and its transition through different phases of Brazil's socio- political history. Third, we will consider briefly those factors that mitigate against the inclusion of street and working children in education and then move on to discussing some policy initiatives and programmes in Brazil designed to overcome these constraints."
