Abstract | In the first part of his paper, the author defines the key terms "transition" and "reconstruction" and shows the common features of all transitional societies and the main features of globalisation. "Part two dwells on three key areas of reform and compares the impact of globalisation in different regions of the world." These areas - which are to be transformed in transitional states after transition - are a) administration and finance, b) the content of what is taught, and c) languages of instruction (revival of national or ethnic languages).
