Abstract | According to the author higher education would be expected to contribute to the following: wider access and increased participation - with a move towards mass higher education; provision of lifelong learning opportunities, while also preparing students taking initial higher education to be able to benefit from such opportunities for lifelong learning; provision of skills necessary for graduates to succeed in a competitive world and labour market; development of applied research both of technological and social nature; contribution to economical growth and social development at local, national and international levels; contribution to the tackling of some of social exclusion problems.
